SETTING UP AND FACILITATING ADVISORY GROUPS OR TASK FORCES

Creighton helps organizations set up advisory groups or task forces. He will help with organizing the group, and can provide continuing facilitation and support for such groups.

Advisory groups or task forces can provide an effective sounding board for community or stakeholder concerns. Typically advisory groups are set up for a period of time, and address a number of issues during that time. Task forces, on the other hand, are set up to address a single major issue, and go out of existence once they make recommendations on that issue.

Creighton has helped a number of organizations with the process of setting up an advisory group, helping the organization ensure that representation in balanced, the procedures have been thought through, and the group's mandate is well defined. Examples of projects where Creighton helped set-up the advisory group or task force include:
  • Tennessee Valley Authority - helped set up the Regional Stewardship Council, and provided meeting design support to the chair during the first year of deliberations
  • Brookhaven National Laboratory - helped prepare the plan for establishment of a community advisory group
  • Fermi National Laboratory - helped prepare the plan for establishment of a community advisory group
  • City of Menlo Park, CA, Downtown Committee - assisted with setting up a citizen task force to develop a new downtown plan. Assistance included training the task force, developing its charter, and facilitating initial meetings until a chair was selected.
  • Florida Power & Light - Developed the plan for selection of an advisory committee to select the preferred route for a 230 kV transmission line. Creighton has also been involved in facilitating a number of advisory committees and task forces addressing such issues as:
  • Neighborhood sounding board at two potential electric substation sites - Pacific Gas & Electric Company
  • Electric rates and customer policies - Salt River Project
  • Limits on the size of remodeled homes in residential neighborhoods - City of Menlo Park, CA
  • Site selection for a major flood control/water storage dam - Bureau of Reclamation/Corps of Engineers
  • Scenarios of future electrical demand - Pennsylvania Power & Light
Creighton has also prepared guidance on setting up advisory committees for several agencies, including:
  • Developed a stakeholder involvement guide for US Environmental Protection Agency's Project XL advising companies on how to set up local advisory groups to assist with development of Project XL proposals.
  • Prepared guidelines, sent to all U.S. Department of Energy field offices with cleanup sites, on how to set up and manage stakeholder advisory groups.
