DEPARTMENT OF DEFENSE PARTNERING GUIDE

This guide was prepared under contract to the Army Corps of Engineers Institute for Water Resources, but was prepared for the Department of Defense Environmental Mission. The guide provides a step-by-step introduction to the use of Partnering [What is Partnering?], including case studies of its use.

The guide was prepared by Jim Creighton and Jerome Delli Priscoli, from the Institute for Water Resources, in consultation with a committee consisting of representatives from all three military services. During preparation of the guide, Creighton and Delli Priscoli conducted workshops in several major cities to gather the experiences of people in the three services and outside parties whoÕd been involved in partnering. In addition, a number of interviews were conducted to prepare case studies.

WORKING WITH INDIAN TRIBAL NATIONS

This guide was prepared for the U.S. Department of Energy (DOE). Many of the Energy DepartmentÕs nuclear weapons facilities are located on lands that were once tribal lands. As a result, during DOEÕs cleanup of these lands after the end of the Cold War, tribal nations must be consulted, and some of the land may be returned to these nations.

Tribal nations occupy a unique legal status, because they remain sovereign nations. This means that the process of consulting with tribal nations has many unique features. In addition, there are many cultural differences that make this communication more challenging.

PUBLIC INVOLVEMENT AND DISPUTE RESOLUTION READER

During the 1970s, the Army sponsored extensive public involvement training, and prepared numerous guides on that topic. After the first 10 years, the Army realized that it had developed considerable valuable material that had never been made available to others in the field. The Army asked Jim Creighton, who had been involved in developing much of the training and guidance, to edit a reader of materials on public involvement, under the guidance of Corps staff. This guide was developed for the Army Corps of Engineers, under contract to the Institute for Water Resources. This guide is available at http://www.iwr.usace.army.mil/iwr/pdf/pifirst.pdf.

Then the Corps launched a significant Alternative Dispute Resolution program, and Creighton served as the Principal Investigator of the consultant team that provided technical support to this program. After ten years, the Army asked Creighton, working in association with Corps staff, to edit a second reader on both public involvement and dispute resolution. COMMUNICATING WITH THE PUBLIC ABOUT EMF

In the late 1980s and early 1990s there was considerable concern that exposure to electric and magnetic fields (EMF) could contribute to health problems, including childhood leukemia. Naturally this issue became very important whenever companies proposed to site new transmission lines or substations.

This guide was prepared for the Tennessee Valley Public Power Association, a membership organization of all the publicly-owned utilities receiving power from the Tennessee Valley Authority. This guide was initially developed in conjunction with a training course and a series of videos which, together, won a national prize. Creighton then developed a new version of the guide in 199 , and also developed a companion guide summarizing the scientific literature regarding EMF.
